Saudi Aramco has informed bidders it will be further extending the bid submission date for the planned Jafurah cogeneration independent steam and power plant (ISPP).

In April, the oil company extended the bid submission date by more than three months to 26 July 2020. However, bidders have been notified that a further extension will be granted and they will be informed in due course when the new bid deadline will be.

The extension is the fourth that has been granted by the client, with the original submission date having been set in December last year.

The recent extensions were expected due to the measures implemented by the Saudi government to mitigate the impact of the Covid-19 coronavirus outbreak.

The cogeneration plant will have a power capacity of 270 MW – 320 MW and a low-pressure (LP) steam demand of 77 – 166 thousand pounds an hour (klb/hr) and high-pressure (HP) steam demand of 29 – 126 klb/hour by 2023. The LP and HP steam demand will increase to 283 – 373 klb/hr and 66 – 321 klb/hr by 2027 respectively.

Aramco has set a target commissioning date for the project for 31 March 2023. The local SMBC has been appointed as financial adviser for the scheme.

The Jafurah gas development is part of Aramco’s $3.2bn unconventional resources programme, which aims to develop shale gas in three areas of the kingdom.

In line with the Vision 2030 masterplan, Riyadh is aiming to ensure the kingdom remains self-sufficient in gas supply as demand for power continues to grow in the residential and industrial sectors.
