India, Madhya Pradesh: Eight bidders have qualified for an interstate transmission system scheme in Madhya Pradesh, awarded under the tariff-based competitive bidding (TBCB) route.

Bid process coordinator PFC Consulting Ltd (PFCCL) has qualified eight bidders based on the RfP (technical bids) for an ISTS scheme termed as Transmission system for evacuation of power from RE projects in Rajgarh (1,000 MW) SEZ in Madhya Pradesh-Phase II.

The bidders are Adani Energy Solutions Ltd, Apraava Energy Pvt Ltd, GR Infraprojects Ltd, India Grid Trust (consortium of IndiGrid 2 Ltd (70%) and IndiGrid 1 Ltd (30%)), Montecarlo Ltd, Power Grid Corporation of India Ltd, Sterlite Power and Torrent Power

The bidder selection process will now move to submission of price bids, potentially followed by the e-reverse auction. Of the bidders listed above, six have already won at least one interstate transmission scheme under the TBCB route. For Montecarlo and Torrent Power, if selected, this would be their first such win.

The subject transmission scheme has been housed under project SPV Pachora Transmission Ltd. This entity is currently a wholly-owned subsidiary of PFCCL which will be transferred to the successful developer selected under the TBCB modality. The scheme is envisaged for completion in 24 months from the date of transfer of project SPV to the successful bidder.

A total of 2.5 GW of renewable energy potential has been identified in the state. The evacuation system for this has been planned in two phases. In the first phase, systems corresponding to 1.5 GW are being developed, mainly involving setting up of the Pachora Pooling Station (3×500 MVA) and the 400kV double-circuit Pachora-Bhopal line.
