Pakistani government against procurement of Chinese tap changers

Despite the orders, Iesco endeavours to supply Chinese tap changers by ignoring the above instructions from the Water and Power Ministry.

Despite the orders, Iesco endeavours to supply Chinese tap changers by ignoring the above instructions from the Water and Power Ministry.

According to Business Recorder, Pakistan, Yousaf Awan – Iesco CEO Chief Executive Officer, who is unwilling to retire in hope to influence the government’s choice of Iesco services, is pushing for a deal with the local agents of Chinese tap changers company.

Apparently, the Minister of State Water and Power is now aware of the matter regarding the use of Chinese tap changer in power transformer of Noorpur Sathei grid station.

The background of the case and the use of substandard China-made tap changers and their adverse effect on the NTDC system was pointed out to the Minister as well as the fact that the tap changers occupy most pivotal role and lead the transformer operations according to requirement of the system. Therefore, tap changers should be of the highest quality with proven performance and reliability to avoid failure/break down of the electricity system.

This information has been passed on to the Iesco CEO by Personal Staff Officer (PSO) to State Minister, Tanvir Ahmed who maintained that the transformer is purchased as a whole unit in which tap changer is a highly complex mechanism (involving extremely high speed operations in hundreds and thousands in fraction of a second) and constitutes a very important and critical component for the successful operation of transformers.

“Despite the fact that Chinese tap changers are of inferior quality and clear instructions contained in the NTDC letter No CEO/NTDC/M-EHV/6931-35 dated on the 14.05.2013. conveyed to you through the Ministry of Water and Power and the letter dated on the 30.5.2013, you have ignored the instructions and deliberately endaveured to supply inferior quality Chinese Huaming tap changers ignoring the recommendation of General Manager TSW/T&G to use tested approved German MR tap changers,” the sources quoted portions of Tanvir Ahmed’s letter.

The Water and Power Ministry is of an opinion that any transformers with Chinese tap changer should be rejected and all transformers should be equipped with MR brand or European made OLTCs because they are available for purchase at same price as the Chinese ones which have not been approved for quality.
