LESCO re-opens tender for power transformers after CCP intervention

Pakistan, Islamabad – LESCO (Lahore Electric Supply Company) has informed CCP (Competition Commission of Pakistan) that the tender for the procurement of power transformers has been re-opened.

Pakistan, Islamabad – LESCO (Lahore Electric Supply Company) has informed CCP (Competition Commission of Pakistan) that the tender for the procurement of power transformers has been re-opened.

Power transformer suppliers previously filed complaint to CCP about LESCO for introducing an extra criteria in its recent tender for the procurement of 31.5/40 MVA power transformers. The criteria was that the suppliers had to provide type test reports in accordance with NTDC/WAPDA specifications otherwise they would be rejected.

Every country has a disparate voltage/rating level and specifications so suppliers cannot only conform to one standard, especially if it is internationally unknown. In addition, international manufacturers must have the knowledge the pre-requisites for the bidding process. The CCP concluded that such requirement restricted  the competition and informed LESCO that the requirement hinders market competition and affects suppliers, procurement agency and the national economy.

LESCO responded by cancelling the tender but re-opened it after dealing with the issue raised by the CCP.
